Knowing the various words in your language - a Nation-State (Mexico), a Federal State (Michoacan), etc, then makes it easier for you to learn and understand those terms in that second or third language (Ex. Nation-State (Deutschland aka Germany); Federal State (Bayern aka Bavaria); County (Landkreis). That is just one way learning that specific knowledge you had to learn by 'Rote Memorization' would help you later. Over time it makes a bit more sense... I hope that helps a bit.
