People are talking about it in the context of the Civil War, and asking him about it. Of course he’s going to talk about it. He and McPherson and others have been bringing up the context of race in the Civil war for years. How can they not?
He's lost a lot of credibility by refusing to acknowledgie that blacks served in combat rolls in the Confederacy during the war. Certainly very few, but not to acknowledge it at all is dishonest.
