Not discounting possibility of over pricing by officials...donkey carts are widely used in Mahikeng for stocking goods by both local household and local business owners, there are big numbers of well kept donkeys in that part of the country, in terms of people using what they have , there's nothing wrong with the local government idea..it's brilliant and practical for starters...mode of rural transport at zero Rands per litre..
Still have to feed the donkey lol, thats fuel in it of itself and also have to ensure it gets vaccinated and treatment etc so its not free by any means
