Hi sir, can we make export in a single Financial year with and without payment of tax both.

Yes you can do it.
You can export with payment of IGST and export without payment of IGST under LUT in the same financial year.
Even on one same day you can file one shipping bill with payment of IGST and another shipping bill without payment of IGST under LUT .
