the difference between sa/rape and what Mako is displaying is that she doesn’t have malicious intentions behind her rants of Ryuko being attractive . for this scene (as far as i know), she’s trying to encourage Ryuko to power up since her outfit is essentially almost naked. on top of that, she’s also very much a comedic relief character, she’s obviously going to be strange, but she genuinely doesn’t mean harm by what she does. take it as you will, but don’t chop it down to “man can’t do it, but society allows women to get away with it because they’re women”, because mako would be very much chastised for her behavior if she was actively intentionally malicious
