The jpg that contains the image for Lucio's skin simply didn't load, which could have been caused by any number of bugs or glitches. The character model loaded so interaction wasn't affected, and the gun uses a different jpg for it's skins so you could see it. When these skins don't load they go to their default, which is usually transparent.
