You could use an Nd 8 or nd64 filter depending on how bright the sun is. But it will let you have your fstop wide open with iso at 100 and your shutter speed anywhere from 1/100 - 1/250. I play with the shutter spead depending on how bright it is. Theb you just use a flash to compensate for the under exposed model. Photos would look banging on top of these tips you shared.

It wasn't really about sky brightness, but sky brightness compared to model. ND filter won't help here.
