So, what I see from the layout of the board and the components on it looks like a simple 220 VAC power supply board hooked to a fan with a 120mm heatsink, there is nothing on this board that picks up any "Frequency" that could power the t.v. All modern televisions like this have a 110/220 VAC internal power supply that kicks the power down to about 12VDC since the t.v internal boards work on this lower DC currents. Actually most things are built this way such as your home personal computer, a PC has a power supply where the Input is 110/220 VAC and kicks it down to 12 VDC and 5VDC since the motherboard, GPU card, HDD, SDD and any other devices in the PC run on several of these lower DC currents. This doesn't look legit. Don't know what he uses for power but a hobby radio control toy battery can do this. The green board that you see is a power supply board. It could take the 12v, create 5v and maybe 3v using regulators and the backlights would be taken care of by the yellow transformer and big capacitor that you see.
