As for WHY he took the form of a young girl during WW2, thats debatable: Some say that the Hellsing guy from WW2 era was a perv; some say he thought it would put Alucard into a position of weakness so he would know his place, and my favorite theory is: Alucard is just SO powerful, it really doesnt matter what form he takes, and he took this form as an insult to his enemies to show how small of a threat they were to him.
