How can we make sure that his data migrates to OneDrive in an Azure datacenter that will be close to where he is going?
You will need to assign a multi-geo license to the user who is going to relocate. After assigning the license, change the user's PDL (primary data location) in Azure AD to either China or whichever location is closer to China.
