The Google Maps thing is because the South Korean government doesn't allow its map data server to be overseas. This is for national security reasons. In the event of political turmoil (I'm looking at you, North Korea), they want to take control of the domestic map data on their own. Google doesn't have a map server in South Korea; hence, the Naver Map, the domestic map company, comes into play.
