You can easily lubricate the GPU fan by dropping a couple of drops through the already seen opening, just drop some drops sideways so the lube itself actually reaches the bearing and spin the fan some so it reaches the bearing easily. This is kind of a messy way of doing it but I have done this multiple times with other GPU fans and works like a charm every time :)
All you need for drivers on the optiplex is to install dell command update. And click the option that you've done a fresh windows install. It will download a base set of drivers. Then reboot. Run again and it will update everything to the most current version as well as update thr BIOS.
If you install linux on a SATA SSD you can use it to boot almost any PC to test the hardware independent of Windows. I have moved such a driver between AMD and Intel based systems with no issues.
Oftentimes they are fixable (usually just a few blown capacitors on the outputs), however, it's a job that I'd only recommend that someone who knows how to safely deal with the potentially charged high-voltage capacitors attempt, due to the fact that they could shock you.
Yep, this computer is new enough to take Windows 11 natively. I personally put Windows 10 on it, though, because I'm not the biggest fan of 11 and it's super easy to upgrade from 10 to 11 down the line
I didn't, because I was set on leaving it out after learning that I couldn't restore the fan's bearing. However, I probably should have, just to verify the functionality of the PCIe slot, gonna note that one for next time!
Many of these Dell's are currently ending up second hand market after the 5 year support contract ended. While Dell mentions it only supports Windows 10 (Pro), you can install or upgrade to Windows 11 and their Support Assist will still work fine checking and installing all specific drivers. Besides this micro model, they also have smaller ones usually called mini. Those are great devices for a low price using really low power. Note there are several variations in extra ports like VGA or not and even WiFi. Also many different CPU's and memory.

Seems like a great find!
Nice troubleshooting.
@ 5:28 . I have two different style coolers from AMD. A Thinner and a thicker and the thinner does better. Like 6 or 8 C better.
Very interesting, I would not have expected the thinner one to do better!

How much did you snag this deal for?
If my memory is serving me correctly it was somewhere around $130 US
Speaking of Dell PSU’s….can you fix them? I run into many 780, 790, etc power supplies that die, and would love to fix, not trash❤

what about vs windows 11 though? its new enough where it may accept it manually and certainly can be forced with ease

Can you make uvailable tour diy psu tester without the design flaw😊
It's in the works! I'd wager next month :)
Have you tried the card again with the Dell 7070?

Hard to get optiplex bargains in the uk
Ahh that's a shame. Are any other brands (HPs, Lenovos, etc) more common over there?
