    I live in an area where there are a lot of homeless people. Several of my friends are homeless. Believe me when I say that no matter what you do for them, they will NEVER do for themselves. I'm not saying they are all the same. Or that there are not some homeless that wouldn't love the opportunity to change their circumstances, but for the majority of chronic homeless, they are more than willing to keep sniveling if it means they don't have to get up and go to work everyday.

    Being homeless should not be a crime. There are many of us, me included
    that are literally one pay check from being in their shoes. I have been
    homeless twice in my life, and with 2 children but I'll tell you what. I
    NEVER left garbage or any kind of trash where we slept or ate. I picked
    up every scrap and bagged it and took it with me. I dumped it in a
    nearby dumpster. There is no excuse for leaving this kind of mess for
    someone else to clean up! Are you human beings or are you pigs?! Clean
    up your mess!

      Ann there is clearly two types of HOMELESS those that love the life style on the animal kingdom!!! And those that fell on hard times, the last are one ones that clean up after them self's, cause they still have THIER dignity even on The street!!! And hopefully those will get help to get back on THIER feet👍 the others will die where they are SADLY!! No one can force anyone to help them self's!!☹️

    I recently had the sad loss of a long time tenant. When I went to rent the place again I checked the paper to see what rents were going for. I was astonished!!! No wonder so many are homeless!!! There is no way my conscience could bring me to charge exhorbatent rents like I saw. Needless to say I was overwhelmed w people wanting to rent my place. It was sad to turn so many away. Wish I had a million more. Anyway I really think it's shameful for people to be so greedy just because they can.

      There used to be quite a few older buildings with cheap rooms for rent (single room occupancy hotels) that housed hundreds of people in cities. Most have been torn down in the last 10-20 years to put up expensive new apartments and office buildings.

    In the 1970's we had a homeless problem in Chicago that I had to walk by everyday. The only difference was we called them "junkies".

    I'm a Caltrans landscape worker and unfortunately I have to deal with this homeless issue first hand. When I go into homeless camps I'm in fear for my life because I never know what I'm going to be dealing with. Remember I'm classified as a landscape maintenance worker and not HAZMAT. We give the people in those encampments 72 hours to vacate, if they are still there after 72 hours we can not touch them or their belongings. Wasting thousands of dollars on men power and equipment. When we finally go in there the place is usually boobytraped with buckets of phisis and discarded drug needles and syringes used by the homeless for injecting heroin.
    Where is the public outcry for what we have to endure?
    Do you think that 22 dollars an hour is fair for this job with out proper safety attire and proper training?

      Could always join parking enforcement plus if any job is unsafe the police are supposed to have emergency people and things so that should not be an issue but last yes 22 dollars per hour is not bad starting out

      $22.00 an hour is pretty good considering everyday waste management crews are dealing with the same situation.
      I remember the needles, broken glass and trash cans full of fecal matter.
      I've you have a different spin on this than make a video to raise awareness. But be prepared for the negative stuff that goes along with pointing out the obvious.

    This is not a HOMELESS crisis. This is a drug, criminal, and mental health crisis. You could give every one of these people a room tomorrow, they will still end up homeless. If you legalize drugs, go easy on criminals, and tell people they are not responsible for their own situation, this is what you get.

    Two major challenges come to mind . . .
    For people in their 50s and 60s, it's extremely difficult to find a new job, even at entry level. Employers want young kids fresh out of college, that they can start out on low salaries . . . and . . . .
    the homeless populations need to be sorted out, between those who are without drug or mental illness issues, there specifically because of financial difficulties, and the "hard core" homeless, who have been living in the street or outside of society most of their lives, have serious drug and alcohol addictions or mental illness.
    That second point is particularly difficult, in that it's the hard core homeless that most people think of when they hear that term. Most ordinary people don't want to deal with the addicts, violent or insane in their neighborhood,. and I don't blame them, it's a completely understandable position to have.
    On the other hand, having a transition site for the homeless that most people don't actually see, for those who had jobs, families, a functioning life until encountering a financial disaster . . . most people are OK with this, want to help if possible.
    The key to this is that preliminary sorting process.
    Just lumping all "homeless" people into a single demographic helps no one . . . especially the homeless who are in the most desperate situations.

      When I see and hear these folks it's hard to believe they ever had steady jobs in the first place. I'd be interested to know the percentage of the "hard-core" homeless (like the ones in this video) even finished high school. That lack of education may be a key to how they got into this situation.

    I live in Portland, Oregon and have a small car lot. I have given over 100 of my cards to homeless people and told them to call me in the morning and I would give them work. Amazing!!!! I have not gotten even one call.

      They do not have KSA's to get a job that can support them. Why should they get government assistance? They have the same rights as anybody else. They cannot take responsibility for themselves. Institutions should be made so they can give up certain rights to remain institutionalized.

      Democrats give "free stuff" to various ethnic groups in return for their votes from the mindless and illegal. The free stuff includes food stamps, unemployment benefits, free health care, cellphones, drivers licenses, and on and on. Several years ago, I saw a man talking on his cellphone while standing in line at a soup kitchen. Guess who was serving...none other than Michelle (aka Michael).     I’m tired of bleeding hearts that will not accept the fact that the government can only do so much, these people need to be held accountable for their actions. Put them in FEMA camps and get them sorted out with resources if they can be helped, if not it’s not the governments job to live an individuals life for them. They need to help themselves at some point.

      some of these people should be in facilities or lock down institutions. I know first hand -my son working at a hospital. police dont enforce the law when it comes to the homeless. they treat them like they are so disadvantaged, so whatever they do should be "tolerated" by us, like babies that cant help themselves. I live in the sf bay area and so many of these homeless have assaulted innocent people and even killed on the bart train. Mental illness in this form or severe drug abuse should not be ignored or rewarded.

      @Leesa doe I live in the north west in a red state. In the south part of the state where most of the left live they have a lot of social issues. Drugs, gangs and mental health issues. In the north state it’s more conservative and we don’t suffer what the big city in the south state does. It’s local policies and those in elected office that are truly a big part of the problem. People will do what you let them if there are no consequences or enforcement of laws. If can get out of California it’s only going to get worse. Good luck

    The homeless could save themselves a lot of problems if they didn't trash every area they stay in. Did you see the huge piles of garbage and trash? I was homeless from the age of 15 to 18 living on my own. Had to work day labor and lie about my age because I couldn't work a real job due to employment rules for minors. This was 1986 to 1989. I kept my self clean and didn't trash the areas where I stayed and because I didn't trash it no one noticed and I was fine. Saved as much as I could (Hard to save on the street) And when I turned 18 I was able to get my own apt, A licence (In the state I was in you couldn't get a licence without a parents signature until you were 18), and a real job.

    I work as a Utility Line Clearance (Tree Trimmer) and something people need to take into consideration, is ! We go wherever the power lines take us. A lot of places people least expect someone to show up. We come across homeless camps on a daily basis and it can be very dangerous. We come across hypodermic syringes, places where they are deficating all over, used condoms , broken glass, lots of garbage, people out of their mind because of some drug they have taken, there is a constant threat we all deal with because of these people. Not all of these people are clean and a non threat, especially to people who are "UNEXPECTED" or "UNENVITED" a lot of them think because we walk into their camp, we are undercover cops or their to hurt them or steal what they have. When in reality, we are only there to do our job. When these people feel threatened it is hard to determine what they might do. For people who work out their or people hiking in these areas, be safe , be aware of your surroundings and always expect the unexpected because these people are NOT always as good or nice as people think .

      There should not be homeless camps on the property you go to as they are on private/or public property that is not a hotel/ or motel, as you and others state any time an encampment comes around thus starts theft from others surrounding property, or needles and lots of trash, who pay for the pick up not the homeless. They do come and dump it.....

    Dec. 3, 2018---To those who say the state should do something about the homeless, how many have you taken in to live with you until they're back on their feet? And these are NOT camps, but mini cities. It's utterly and totally amazing to me seeing how much crap these people have and of course, let's just throw it on the ground and let someone else deal with it. If you can't carry it, you don't need it and when you do this, you suddenly realize how much you don't need. I have a alice backpack and with everything being carried in/on it, weighs 78 pounds. This includes food for a week, canteen for water and TWO stoves: a Coleman single burner and the fuel tablet type.

    California has like 10-12 % of the total US population, about 30% of the welfare cases, about 50% of the homeless population and the highest poverty rate in the country. The answer to this, if you ask Gavin Nuisance or Kamala Harris, is more and bigger government. Big government is what got us into this mess, they seem to think the problem is we are not taxing hard enough.

      That is wrong. In the 20s and 30s even until mid 40s. There was homeless about all over the country due to the dust bowl and great depression. Homeless camps were called Hoovervilles. Named after president herbert Hoover

    in these times we are in ,any of us could be these people within days. the average american is struggling to make ends meet.theres talk about raising minimum wage,but thats a double edged sword,the more one makes,the more government withholds,and prices go up to pay for the pay adjustment.

    Boy, good thing the city doesn't do anything about this problem. I feel so old because I remember the psych center in Buffalo NY that offered housing, hygiene, food and medication on a regular schedule. Unsupervised tents are much better.

    Crises!? What's the crises? Move them onto the nearest abandon military base and give them a job planting their gardens.. prison them but tell em with leaflets first, in a few months were taking you into an old military base and. Your going to be wards of the government.

    After moving to Arizona I have never seen roads maintained regularly and within days with no stops ever! I thought cal trans needs to take lessons from Arizona!Every road beautifully maintained and in timely manner !What is wrong with Cal Trans?imo just another California bureaucracy poorly run and Ca roads like Ca infrastructure and Newsom in shambles

    I'm not a Rhodes Scholars here but isn't Caltrans a Transit Agency? And if that's the case how's a Transit Agency supposed to have the authority to deal with homelessness on that kind of scale. I see it as an endless circle jerk. The taxpayers pay high taxes and they see homeless and the homeless are just trying to survive in a high-tax area.

      Donald Kasper the state mental hospitals were closed by Ronald Reagan and his cronies when they pulled federal support from them. The institutions used to receive 40% in federal funds and the respective states contributed the rest, so basically they had to get rid of all but the sickest. And not just in California . This happened in all 50 states.

    Homelessness is mostly a DRUG ADDICTION problem. Create fenced up camps in the Nevada Death Valley Desert, and take all of these addicted homeless people off the streets throughout America, and keep them there until they are either clean or dead (Free Rehab).....Those who disagree, should start adopting the homeless and let them live in their homes.

    One Caltrans did not cause homeless people to become homeless, thus their property is not open for them to move on and declare that they have no place to go. If one lives in an area that they can not afford to pay rent and earn a descent wage then they need to move to another state that they can afford to live off their wages to live in. That is what I was taught a long time ago, you work and support yourself and family and if job loss occurs you look till you find one and work two if it takes that to support your family. Life is not about you owe me, and where is my home, checks and free food/electric and water, there are some who have been on the streets doing alcohol and drugs for 20 or more years and expect others to food the bill for them, no.....

    The city I live in Wash. State got the homeless off of private property and made an encampment behind city hall....the crime rate is soaring in the new encampment around the community that they were relocated to...thefts, cars broken in to....if it isn't nailed down its gone.....

    Most Homeless are from out of state because they receive cash from the state fast here and no one else. They have places to go. They just have to follow rules, be clean and sober to stay in a shelter.

    We need to get it together we are willing to poke our noses in other countries business but when it comes to our own. Oh affordable housing maybe in a couple of years for the Homeless wow really you can do better than that alot of people want to get jobs but if you dont have an adress, or no money nor the proper atire who is really going to hire you. Just know american people you too can find yourself in the same predicament, homeless people are just drug addicts, alcholics these people who worked hader and some harder than you we have to do better than this

    The majority of homeless have addictions or mental illness. They can't be forced into rehab but prefer to continue their lifestyle. Unless they commit a crime,, there is nothing we can do to help them break their addiction while in jail or an institution for mental illness. I used to joke that the best place to be homeless is California because of the mild weather. Sadly, that joke has come true.

    Caltrans has to maintain state property surrounding the transportation system. The state gets sued because it tries to maintain state property and they get sued when something happens within state property. It's a losing proposition for the state. This video is one sided, which is pretty typical of news outlets such as the Sacramento Bee.

    These days, pretty much every major city in north America is now experiencing this problem and they keep calling it a housing crisis problem, I do agree to a point there are some cities with houses and rental properties with inflated prices that are so high that it should be criminal, but living in a park in a tent surrounded by trash around you are clearly their by choice, as they are so addicted to drugs they refuse to go to any free detox and rehab services that most large cities have in place already, it seems the old mental hospital system is needing to come back, again as everything else put in place to help them seems to be failing....

Those that do get out of that faze, do very well. You gotta want it bad, that’s when the change will happen and god was/is there waiting for you to decide.

    I JUST CAME UP WITH THE ANSWER!!!
    First. Step Back for a second to Imagine... Imagine that a LAW WAS CREATED which says that.. if a person, for All intents and purposes, APPEARS TO BE HOMELESS ; the person is CARRYING ALL THEY OWN, or, IS LIVING IN A TENT OUTSIDE OF A PLACE WHERE TENTS ARE ACCEPTABLE, such as a State Park, etc.. Let me try to be brief.. let a Law simply state that an APPARENT HOMELESS PERSON will NO LONGER BE HELPED by the STATE.. and..THE REST OF SOCIETY should NOT PITY A 'HOMELESS' Person!!! The BELONGINGS which they have WILL BE CONFISCATED, so that these Areas where they currently live can be CLEANED UP.. the basic jist is... FORCE PEOPLE TO CHOOSE LIFE OR DEATH!
    Now the State can be VERY COMPASSIONATE beyond what I have mentioned.. Free CLOTHING which is CLEAN can be distributed.. Areas for PERSONAL HYGIENE can be established where there are none currently.. BATHROOMS apparently are Sparce in our major cities , FUNDS SHOULD BE USED to Remedy this issue, and IMMEDIATELY!.. the MAINSTREAM NEWS MEDIA would need to get the HELL OUT OF THE WAY and maybe try to give this idea a chance.. DRUGS would need to be taken away!!! This is a NO BRAINER.. and then, of course, we need to have Compassion on those people by helping them GET OFF OF the Drugs.. the MILITARY would be VERY IMPORTANT to bring Stability and STRENGTH to this scene, TO MAKE IT HAPPEN .. POLITICIANS should be FORCED, some how, to NOT GET IN THE WAY OF THESE CHANGES.. Anyway, there's the idea.. a LOT MORE can be discussed about it, I'm sure. Take care, USA.

    The crisis is clear to me , a lot of people buy investment houses and some own multiple houses, people built houses to live in , now it’s buy as many as you can , there is no limit on how many you can buy , One Home Ownership Law, is the only thing that would get rid of the rich and get rid of the poor

    The dept. of Transportation has a job to do in constructing or maintaining roadway and Right of way. If camps are set up DOT is usually pretty good about respecting the camps until this group gets in the way. Progress does have to go on and this is being paid for by the public. The amount of garbage left is very unhealthy and a liability for the State if it's left on States property. Give them some respect also.

    These encampments need to go, burn it down if necessary. If I break the law, I'll go to jail. If I don't work, my family and I will end up in misery. On someday, I hate my work and it's extremely difficult, but I get up, put one foot in front of the other, put my head down and quiet my mind to get through the day, even on days that I don't feel well. These homeless encampments have gotten out of hand long ago; they need to go.

    I dont like how this is presented. In the the end it's said they have been pushed out and have no where to go. What is not said is these people are offered accommodation but the however do not want it or not want to live by rules set in place at these areas such as no drugs or substances, curfews or social rules. Its a sad reality that these people's possessions are tossed but they had time to try to get stuff moved. You can't live like that on the side of the road and until these people are able to realize that or changes are made and they are forced to comply with a healthier lifestyle nothing will change.

      Chana Yvonne They put a garbage cans at the majority of encampments and guess what? The garbage cans stay almost totally unused, and the encampment looks like a landfill. And when porta potties were placed near various encampments, somebody would either start living in it or they'd go in and OD. Tough love is pretty much the only option at this point.

      I knew a guy who took a standard city-issued garbage can, from an alley way. My alleyway. It had been there for months. I don't know where it came from. He had never been in trouble before, however, he was stopped by a peace officer while he happily rolled his awesome come up down to his homeless camp he had. He was disabled, and the wheels on the can meant he could roll trash out of his place. He was getting ready to start college in a week, but because he had no bail, he missed the most important days. It was pretty sad. All charges were dropped, as it turned out, I had been paying for that can all along.
