The death star was built as the ultimate super weapon to rule the galaxy with fear and ensure 'peace' remains in place with no one to oppose them. Project necromancer on the other hand, was a secret contingency plan to completely revive palpatine in the event of the empire being defeated. Even if the empire falls it can be rebuilt again and would secure palpatines role as the emperor. Both projects served great importance to palpatine, which is why they were prioritised amongst anything else. Likely also another reason why other projects such as thrawns TIE defenders was brushed aside and only a select few were kept in the know like hemlock. Not even tarkin knew about necromancer

We never did get confirmation on when Crosshair's chip was removed but evidence shows it was after he got those burns to his head since prior to AFTER that he acted more toned down as he threatened Omega before and still tried to shoot them down not long after yet, although later on he opts to have the clone traitors (who are regs) that side with Howzer arrested instead of having them gunned down on the spot.
