Seeding technology was developed by IIT Kanpur. Plane is from USA. Other countries refused to share technical know how and offered seeding services at a high price. That is why IITK was asked to develop the tech.

There is difference between buying this technology and building the technology indigenously . The guilder is different and machine is different how can you compare everything? The method might be cost effective. They are IIT Kanpur professors and they know what they are doing !
