Unfortunately no, Turbulent and Rain Water can't be combined. I intended to add features from Turbulent to the Rain Water system but the shaders got too big for Eevee. As for geometry nodes, I see no reason why not. The ripples would have to be done with geometry though. You'd have to alter the Turbulent nodes to have them communicate with geo nodes.
Can this be used with your Rain Water add on or a rain geometry nodes particle system to create rain ripples on the surface as well?
