Plus is is very personal and breathes the spirit of the time. An old, ancient sculpture, the divided river, city, and country, the wire, the "leaden waves" that surround "our half country",, the fear to end like the eagle. To somehow survive, but to see that others stumble and fall down. And to be in a helpless, not really comfortable position. The song contains so many allusions that I sometimes wonder how short it really is. A true masterpiece.
i discovered nina hagen when i arrived in the netherlands in 1978 and immediately fell in love; saw her perform in essen' rockpalst. today i learn wolf biermann is her step father, discover his music, and am equally impressed.

Nachdem er dieses Lied auf dem Konzert in Köln vorgetragen hatte, war es nur noch eine Frage von Stunden, höchstens Tagen, bis die DDR ihn ausbürgern und nicht wieder einreisen lassen würde. In der letzten Strophe nimmt Biermann in angedeuteter Form seine wahrscheinliche Ausbürgerung schon vorweg.

It is the prussian ikarus, a bird that does not fly away (it is a scupture after all) and sees with his eyes the decline of the society in the former GDR. it was forbiden in those times in the GDR. TheI Ikarus has "grey wings of iron that hurt him painfully". And he feels like the Ikarus, too, as he sees evetyhing but can not even fly away (he was under house arrest when he wrote that song).
Note also that the historical Ikarus fled from the island of Kreta and suffered a lethal crash. So Ikarus can also bee seen as a methaphor for a persosnal crash or a crash of the society and an escape. Note further that the "(p)russian" Ikarus has seen the decline and fall of many ambitious societies that ruled over Berlin. Only the iron statues remained, not the societies. So, I have to say that this song/poem contains many allusions against the society of the GDR.

"Der preußische Ikarus, der stürzt nicht ab, der macht nicht schlapp..." anfangs Ende der 60er war das mit den Bussen nicht so ganz ohne..., später wurde es besser. Und... - die meisten herrschenden "Preußen" waren in Osberlin wohl Sachsen und andere Völkerschaften... Und Biermann aus der Hansestadt Hamburg... war der "preußische Ikarus"... ha, ha, ha

no, completely wrong - he was forbidden to perform in eastern Germany for 5-10 years; the video is from 1976 shortly after (?) he lost his east Germany citizenship, he gave concerts in Cologne or Dortmund (more or less)

He also uses a statue of an eagle on a bridge in Berlin as a symbol, he relabels it as the "Prussian Icarus". He transfers the story (from the greek mythology of the trapped icarus flying to high causing the wax which attaches his wings to melt away, which leads to falling) to the story of the GDR and also to his own life, beeing politically hunted and then expatriated.
