It was the practice then in the 70s,80s. However, was changed as a result of incidence like this. Sad they had to loose dedicated officers before the change. Officers now patrol in pairs.
One wife only got months in jail? She was an accessory after the fact. None of them working; always on the move etc, she had to suspect something illegal was happening

Officer Lamanco Had recognized my father as being wanted by the FBI. He opened fire first thinking he would get a free kill on a terrorist. Unfortunately, for him that did not work out. My father fought for something in his life. He did not go about it the best way, but he was a good man.
