It’s because if you have a birthday in October, you have to start later for Kindergarten now, so for example, if someone is born on 10/12/2017, they have to wait until August of 2023 to start Kindergarten. It makes sense that Penelope is one of the oldest students in her class. Maybe Justin Bradley skipped a grade because he was born in October of 2018.
