With the officer taking photos of the ears, cops normally take pictures of items or bodies at a crime scene for evidence and stuff like that. They would send them to either a higher up, or someone who works in the lab. As for the cops not handcuffing the dude like the moment the officer discovered the corpse, yeah that’s a fuck up for sure. The amount of mistakes in this body-cam footage is mind blowing honestly.
Not necessarily a fuck up. 1: they don’t really have any evidence that he was the aggressor and 2: he is obviously tripping balls and I can speak from experience when I say this, it is very hard to stop a motivated person that is tripping. My friend was laced (through no fault of his own might I add, we bought from a registered company) and long story short tripped so hard that it took 3 of my other friends to stop him from running into traffic. The friend in question works out like your average person, the other three are fucking professional bodybuilders.

Here’s why i think the cops were so “chill” about things: They probably knew at the start the guy was on drugs, maybe after seeing the body. I believe after they figured out he was on drugs they decided to stay calm to not freak out the guy there because that would make things much worse. And the reason why he took pictures of the ears is because (i think) the cop wanted prove that the guy had the ears in possession on him and wanted to catch him red handed right then in there for evidence. Like; he wanted to prove that the guy had the cut off ears and the picture proved that by having the ears on the persons hands, drenched with blood and other nasty liquids.
