Yeah it makes sense. For example, Lewis Hamilton is still going to be a good driver at Silverstone driving a LMGT cars. Better than 99.9% of people in the world. Doesn’t mean he’s gonna do the lap time he did with his W11. So the cue doesn’t make you better if you can’t play, but it makes a difference to what you can do when you’ve got the skills. So it’s not important but it’s also very important. He’s still gonna get a 50 break relatively easily but he’s not exactly gonna get a 147
The difference between ash and maple is; the ash shaft has different density and can change density through the shaft, whereas a maple cue has a consistent density but there is no choice (just to make the point the chevrons aren't there for aiming or look that's just a bi-product, they tell you how dense the wood is/how energy will transfer through the cue). So a player/cue maker with a good ash shaft can be really specific about what part of the cue has what density, with a maple shaft you get good consistency in terms of mass production. A cheap ash cue can be a good one of the best cues I've had was a bce classic (pretty much the cheapest cue on the market £45 for cue case space tips and extension), but a high quality custom cue will always be better.
We have seen in Italy Michael Holt make a century break with a "made in Pakistan" cue that was paid the equivalent of 3€. In match play, took just three frames (in one had a 50+). So, cue is important but if you are a good (or excellent) player, you can quite easily do good anyway.
