Is this really for heroes under level 20 or only when you first start playing? I’ve asked someone who has been playing for a few months and their hero is level 17 and she said that it is not free time.

there should be a sale in their store for the equivalent of $5 USD called total development.
it gives you two days of this instance process thing. the best strategy is to save us a bunch of resources then buy it and upgrade a bunch of stuff at once. can be very worth it because of how many speedups you save

You have to pay for Total Development to renew it. If you don't pay to renew it the option disappears. If you keep paying for it you extend Total Development until Hero level 20, but it is only free for the 1st one or two days. After that you have to pay for it.

How were you finishing the buildings for free? Does that have to do with hero level?

At the start of the game, before the Hero reaches level 20, the game gives you Total Development. After Hero level 20 that option disappears.
