It has something to do w/ the beginning of the story. There's this red bag that had the winners money in it, but it was swapped by somebody when the police raid happened after the race was over. So Nikki gives you the wrong bag after it was switched w/ the one that had the money in it, that's why Wolf calls the player a thief, cause he's unaware that someone else took the money but takes the blame on the player
I gotta admit, Wolf is the best rival racer in Carbon. He doesn't get angry too much to the player, unlike Darius.
