My understanding from this interaction is that in this town/village/municipality, saying and acting in this manor that offends others warrants an arrest. Therefore the officer asked the passerby if that’s how they felt. The passerby was asked the question… had said he WAS NOT offended, the police would not have been able to arrest…. He said he was, therefore officers were provided with PC to arrest the man.

Living in the Netherlands, this 'call the supervisor' is a really strange thing. It does not work like that here. You deal with the person you are dealing with. You can complain what you want afterwards.
