Yes you can draw a cloud in EPLAN.. Can you draw a revision cloud quickly? Not really. You can draw these graphics quickly in a PDF comment tool and import them. Digged into this myself. Seems like there is no easy way without the revision component. But you can however change line style of a graphic of your choice to the wavy linetype. Not a cloud, but almost. Could work.

You can use a page property or a project property for this, if you must have revisions on your report pages then you may want to use a project property, try it on a sample project and see how it works for you.
Please try using a PROJECT property rather than the PAGE property that I used in the video. Project Data > Configure Properties > EPLAN > Project. Now open your plot frame in the editor and add this property.
