I never even considered that. I always just assumed it was because they twist and deform so much. My rear bumper is pretty much held together with cable ties.
Isnt it bizarre that such a good tuff basic vehicle can have such a poor sag on the front section...are the fasteners at rear inside tight? My 2006 at only 56000 mile has same issue..not good!
I found that it’s mostly down the white plastic clips that the bumper screws into. Because they’re only plastic they distort, break and, in my car, are mostly missing. Luckily they are cheap enough to buy from eBay.

This is why most mk5/6 fiestas are missing the towing eye cover , the sagging bumper rests on the crash bar which pops the eye cover out.
