It may be something relate with the charge roller. probably it's out of position. the long shaft side goes near the gear side. also check the ground contact inside the drum
I can't help you without seeing the cartridge. but it must be something simple: a missing contact somewhere, probably between the charge roller and the cartridge. or inside the drum there is a copper contact, may be it's missed.

How/where to get/buy new chip? OR I have two samsung ml 3310 empty cartridge ,but I have tried to fill ink in one,if the chip is difective then can I use second cartridge's chip in that cartridge to test it? or not? Please reply
i have refill toner in samsung mlt- 205s cartridge fully and. changed the chip. it showing 100% but it prints faded. some alphabets are deep and some are very light. with same regular pattern in printing. Why ? whats the problem. plz suggest me.

you can see the correct charge roller position at 7.45 minute in this video. verify the supports of the charge roller. hope it can helps you

i filled ink as shown in that video but after insert it in printer it shows it empty
