That's the beauty of coming up with fabrications( co2 tax ) to benefit yourself, or to achieve your own goal which can be for control, power or just stealing more money from the citizens through legal taxes and making huge deals and good profit with giant corp and banks etc .. Our owners they love us ( I exaggerated and dramatized it a bit )

It means smart to accept money and being naiv. :)
At the low end, an increase in intelligence seems to correlate with increased resistance to deception, however at the high end, the same relative increase in intelligence seems to correlate with an increased ability to engage in self-deception.
They are NOT "smart" in the least. They're all parasites beholden to their controllers (Intl banking cartel.)
