Yes, but there's a lot more in the canon to back it up than the Stiles/Derek ship. Theo was definitely falling for Liam as a character choice--staring at him in a soft, warm way he didn't look at anyone else and constantly focused on Liam regardless of who was in the scene, catching his eyes, showing up in the same places, etc. Liam didn't show any romantic interest in the small window we got of them, but there was a scene where Liam clearly anchored on Theo. Had there been a season 7 they definitely could have become a couple.
