"Awwal" means first and "waqt" means times. Praying "Awwale Waqt" means praying as soon as the time for a salat sets in. All salat5 and have a duration with-in which the slaat has to be offered. e.g. morning salat can be played between 4:55 AM & 5:30 AM. So the Awwale waqt for morning salat is to pray at 4:55 A.M.
The Arabic term "matam" refers in general to an act or gesture of mourning. Hussain refers to our 3rd Imam Hussain ibne Ali a.s. By "Matam e Hussain" the speaker is signifying the end of his lecture and the majlis move to recitation of Noha and lamentation.
