The last couple of tasks were fixed units with effort driven while the earlier tasks were just fix units without the effort driven option checked. Theres a major difference in how MS Project calculates work for different task types and whether you assign resources all at once initially or one by one.
So if I to assign resources so as these resources will be Officers (Client or Consultant or Contractor) or should it be Labors or Coolies or Helpers. What is Tom Henry in this case ? Labor or Officer?

This would be so much quicker if you just assumed we knew the difference between Duration and Effort. Just tell me how MS Proj works with it.
