It makes sense why Charizard, Inkling and Sonic take damage in the water. Charizard is weak to water, Inklings die when they touch water and Sonic can’t swim!
Because it would be awfully unfair for the player? Enough disadvantage is that they suffer porcentual damage just by touching it. (Just as the fire PKM and Sonic)

Kirby literally can function in space without a space suit, technically he doesn't even require oxygen, he is powered by the black hole at his core... he shouldn't be able to drown Jiggly Puffy is a Balloon, and shouldn't be able to sink Greninja and Squirtle should be able to swim for a lot longer Samus, in her suit, cant swim but also cant drown...
Small detail I noticed, but I like how when Olimar drowns, all of his pikmins drown as well except for the blue pikmin, because in the pikmin games, blue pikmins are resistant to water
