You should actually go for the deputy achievement. You don't NEED to throw entirely per sae, just focus on getting people hanged instead and only shoot if you feel like you are losing. Yeah, holding your bullet overall IS technically kinda throwing; but the game does legitimately condone it in it's own achievements... So it's worth going for (Says my OCD completionism brain).
