it is possible for China to design a flooding-preventive system using large flexible monstrous size pipes around cities. These pipes will be sitting on ground and it's inlet will be closed (can be hidden away to design as a landscape design) Only during flooding these inlet will be open to drain away flooding water into nearest river or ocean. China has constructed railway across continent then constructing these monstrous size pipes connecting to the ocean should be no problem.
