I mean the fortune is obviously worth it, but i don't really use the cat shrine for anything other than good cat fruit. You can only get it after either getting REALLY lucky (1% chance to get it) or spend 30 mil xp on the modest offerings and get a guaranteed one :)

Cat shrine depends on luck and how much xp you give. Fortune slip is worth it since for 5 xp you could get something good and useful. I recommend watching terrified Dartanyan's Gamatoto and the cat shrine explained video for more info about the cat shrine.
