It’s easier than that, the tool gets placed in before the seal.
Place both parts of the tool on the body of the HRB, liberally grease the seal and place it in the HRB and tools. (The two tools guide the lip of the seal into the bore. Like little ramps) Use the piston/bearing to push the seal down into the bore with one quick push.
Remove the tools and push the black seal down the rest of the way with the piston. Once the seal is fully installed then you can install the orange wiper seal.

Good stuff, thanks for sharing. I'm running the T56 Grannas kit with Tilton TOB, too.. So this will come in handy for reference someday. Hopefully not soon! How many miles did you have on the TOB before the leak began?
In theory they shouldn’t, but seems to happen often. Even on cars with perfect amount of “throw out” they seem over time they leak. I think the debris finds it was down into the bore somehow and eats away at the seal.
How did you get the thrust bearing into the body. I'm having trouble getting mine in

Make sure the orange wiper seal is installed correctly (the lip points up not into the bore) slide the piston onto the body and with both hands around the assembly you can squeeze the piston past the wiper. Once it is in push it all the way down.
