It occurs after most of the wedding is over. So the ceremony has taken place, they have all eaten dinner and already danced. In the Jewish faith, men and women do not mingle with each other (except for those who are very closely related) so the dancing takes place on two separate sides of a very large room separated by a room divider. The women have already all danced with the bride. Now, at the end (usually between 2 and 4 a.m.) the father, grandfather and other close Male relatives are dancing before the bride. The women ARE there watching, but it is considered immodest for them to appear on camera. And it is not a dog leash that she is holding as some pointed out. It is a fabric belt that hasidic men wear around their waists. She holds one end, and the men hold the other end because it is inappropriate for them to touch in public so this is how they connect to each other. So this is kind of like a father daughter dance... I understand that this culture is very hard for many to comprehend....but this is their tradition for hundreds of years...
