Factual correction: getting a fine is not a criminal record or a crime. You might get a fine for various reasons which does not automatically make you a criminal.

Symbol is just a symbol because it has one meaning. Om is just left turn symbol is Tri- Ratna symbol. You can find it as Trisul which just copy of Tri- Ratna symbol which you can find ancient Buddhist holy places and monasteries. This is more ancient than trisul itself.
