They disable v-sync to keep the framerate as close to 60fps as possible. If they capped the framerate lower during these scenes it would make everything appear slowed down. The transition back into 'track mode' is what causes the visual anomaly.
It's because they disable v-sync to unlock the framerate during pitstops. It would be even more noticeable if they did what E.A do on FIFA and cap animated scenes to 30fps.

I just catched up with F1 a couple weeks ago, i used to play F1 2012/2013 (Massa and Fernando was still in ferrari) i remember playing it with my father, we would stay up late to play it. Fernando was my favorite racer (partly because i only know Ferrari back then). Me and my dad doesn't get to spend much time anymore and we're planning on doing it after my finals. And i think it would be good to play it since he hasn't been following up with F1 anymore (he used to be a fan).

There might be multiple camera angles ( paddock, pit-crew etc.) on F1 2019 if you do so. You can make your complaint in their site but not in UA-cam. They're not gonna watch this are they? The car sounds and the crew sounds in F1 2015 sounds like in F1 2016 And the sounds of the cars driving in and out of the pit lane sounds very scary in F1 2012 and 2013
