It's a texture that's overlaid onto the drawing in editing. It has that weird effect, because it's not part of the original drawing, so it's not animated with the object the texture was applied too. Happens in quite a few shows, when characters wear clothing with a complicated pattern, that would be too hard/costly to animate.

The actual music/lyrics are from an ending theme for a different anime, Joshiraku, which is about a troupe of rakugo actors/comedians. 3. It's a texture that's overlaid onto the drawing in editing. It has that weird effect, because it's not part of the original drawing, so it's not animated with the object the texture was applied too.
Happens in quite a few shows, when characters wear clothing with a complicated pattern, that would be too hard/costly to animate.

i have watched this nearly 90 times now. i have already analyzed every individual frame in this video and everything that happens, from how the girl in the middle has one eyed closed when turning around at the start, and how the third girl goes from smiling and going back to a neutral expression when turning around and back again at the end

After having discovered this, I come back here every so often because it's so catchy and the animation is good. Here's some info for those finding this for the first time:
1. This is a fan-made animation featuring characters from the anime Nichijou.
2. The actual music/lyrics are from an ending theme for a different anime, Joshiraku, which is about a troupe of rakugo actors/comedians.
3. The song's entire first verse (which is this entire video) is actually the name of a single character, often shortened to "Jugemu". It's a staple of rakugo.

@@hansandhispanzerfaust6236 Yup, it's one of those things where someone native to Japan would recognize it right away, but those of us in the West wouldn't. I do think it's neat that things like anime can expose us to parts of a foreign culture like this when we would otherwise probably never learn about it, even if we studied the culture in school.
@@Greywander87 it is often hard to learn some things when you do not understand the language, i experience that often. But i do think it is very interesting to learn about other cultures, histories, and languages.
