Infracost JetBrains plugin

Infracost helps you as the engineers see how much your Terraform code changes are going to cost before any money has been spent.
It sits in GitHub, GitLab etc and everytime a Pull Request is sent, it posts a comment with the cost impact of the changes. It also scans for FinOps tags, and policies.
In this release, we bring the cost estimation part to your IDE. We already have a VSCode extension, and today we are releasing the JetBrains plugin!
