So the 6a has a top glass layer, then a polarized film layer, then the digitizer, then the OLED screen?
How do you know which layer/s to replace if it looks like there's a cracked top glass only?

That is correct. Most iPhones and Google pixel phones are made this way. A lot of the flagship Samsung phones on the other hand have the polarizer film under the digitizer.
For cracked screens, if the display works and the touch works, then it is just the top glass layer that needs to be replaced. If the display works and touch doesn't, then the digitizer is bad.
Polarizer is a flexible film layer, it isn't an electronic membrane like a digitizer or the OLED/LCD. It is extremely rare for it to get damaged during use but even if it were to get damaged, it would show up as a scratch/slight dimple in the film layer which gets filled by our liquid glue.
