‘Right sides together’ doesn’t refer to right and left as you may intuitively think. In sewing there is a right side (which is the part that faces outward when you wear it) and a wrong side (which is the part that touches your body and where all your seams go) And in this case the wrong side will never touch your body because all of the seams are on the inside of the skirt. like if you turned a t-shirt inside out (right sides together), sewed the neck to the bottom and then pulled the whole thing back through one of the sleeves.
I'm 54, and I remember when these skirts were in trend. You have recreated this so beautifully. Truly made me smile so much. Your talent is truly a gift.

Hi Kim, I’ve followed all the video tutorial till the last part when you put together lining and outer skirt, when I do that right side to right side, sew on the wrong side and then turn it out from the hole left, it comes out like a cylindrical shape, how it’s possible? I’ve read other people had the same struggle, can you please better explain that part? How do you put together those 2 hems? thank you so much if you can help! :))
The balloon shape is created because the lining (which is meant to shorter and not as flared) pulls in the hemline of the main outer skirt. The hem of the outer skirt is gathered into the hem of the lining, leaving a whole open to turn the skirt inside out. I hope this helps.
Well, this is probably unachievable on my decades-old Singer machine. Not with my current skillset anyway :D But I'm definitely saving it for later, it's gorgeous!

What if you were not lining it how would to sew the hem
A facing or bias finished end might work. But I think the lining really secures the hemline in place
The lining is what helps create the bubble effect so you have to line it
