7月10日，中华人民共和国出入境管理局正式实施为港澳永久性居民中的非中国籍人员签发往来内地通行证件新政。持证人在证件5年有效期内可以多次来往内地，每次停留不超过90日，持证人在口岸履行指纹采集等手续后可以经快捷通道通关。记者了解到，政策公布后，相关负责单位每天收到大量咨询电话了解办理手续，申领首日在香港中旅证件服务中心，记者看到有多位外籍人士前来办理或咨询。
这些香港的外籍居民们为何积极申请往来内地通行证？他们想去内地做些什么？玩些什么？吃些什么？一起听听他们怎么说。
I was born in HK, with 3 stars in my ID card. I followed my parents to Australia when I was young so never had my Mainland Travel Permit. I have Australian passport. If I can get this card that means I can visit China more often and stay longer, now that I am about to retire.
If you have 3 stars on your ID card it means you are eligible for a document only Chinese Citizens would be able to apply for (the Re-Entry Permit). This means you are considered to be a Chinese citizen with HK residency by the HK Immigration Department and would be eligible for a HK passport and an actual Home Return Permit.
@@cosmogally1964 unfortunately I tried and it was not possible. When I applied a few years ago, they said that if I hold Australian passport, then I cannot have the local's Mainland travel permit. Having citizenship with another country stopped me from being eligible.
@@Woodland26 Who did you ask? In the case of HK there's a special exemption that you can hold foreign passports. If you asked CTS its probably best that you get a HK passport first (pretty sure u can get it abroad) then apply. I think you should definitely email the Immigration department about this.
@@cosmogally1964 At the time I went to the CTS, filled in the forms, even took the picture. There were no clear reasons to reject my application. However the man was saying you never had an old mainland travel permit before? Then I had to admit I moved to Australia and hold an Australian passport. Then he said this will be enough not to grant me the permit. With the new rule, I seem to fit in better with the criteria, that's why I wonder if I will have better chance. Otherwise I am caught between 2 levels and cannot get what I want.
@@Woodland26 I do not think you will be able to get this new Travel Permit because one of the required documents will be a Immigration Department's Access to Information form where the ImmD will state what ur nationality is (registered with them). In the case of you have 3 stars, it will most likely be Chinese citizen, which will render you unable to get this new permit. The only way to change this is to manually inform the ImmD that you would like to relinquish your Chinese citizenship OR go through the other route of getting a HK passport then Mainland Travel Permit.
Though, if memory serves me correctly, if u renounce HK (Chinese) citizenship, you will also be automatically downgraded from a Permanent Resident (with Right of Abode) to a HK resident (with Right to Land), which will render you ineligible for this new permit.
Honestly it does seem like you are stuck in quite a unique position, and I think it might be best to first request a "Application for Access to Information" (a requirement for the new mainland travel permit) from the ImmD to see what your nationality is registered as.

基本上有永久居民身份証以前都能申請到三年期多次往返中國簽証！
非中国籍，只是香港居民，非公民。
签证处敛财会少很多。不过对我们是好事。
