I love my Chesmar home. I also hired my own inspector that did a 3 phase inspection during the build. I did have minor issues come up during the first year and the warranty department responded very quickly.
2 corrections on your D ranking. First, suggestion is to have a home builders inspection prior to closing, and one prior to the 1 year expiration on the home (not 2 or 3 years as you suggested). and last, regarding DR. Horton includes all in the base price without upgrades: washer, dryer, front and back grass, water sprinkler, fridge, tankless water heater, garage, gas stove, dishwasher, smart security watch, 9 feet high, bathroom recessed light (coleman extra $150/ea). stairs to the attic.
I have a Chesmar new build, and while I love my home... there are so many imperfections. It all comes down to subcontractors and how well construction managers do their job. One of my bath tubs is coated with an orange tinge since I got the house, during construction they did nothing to protect it... I still havent been able to get it completely clean. If you were to look at my tub, you'd think it's several years old due to how scratched and unpolished it looks. Some of my surfaces were scratched like the countertops. Wall texture inconsistent throughout the house. The painters did the worst job. All of my interior doors look like they were painted by toddlers. During my first walkthrough I addressed the issues with the CM, but he did absolutely nothing to fix my concerns. Unfortunately, I had to move in regardless of these imperfections. I know we are only human, but at the price point... I should expect better quality and I did not get that with my home. I love Chesmar and would love to give them a high rating, but due to my experience... I'm not so sure I would recommend them to anyone.
First America Homes and Kendall Homes are popping up all over Conroe/Willis area, especially in communities with 1 acre lots. How do these builders rate on the Tier list

Some do for example, Lennars higher tier builder is village builder and centax’s higher tier builder is pulte. You’ll get more design features included but overall the quality and material is most likely similar.
are they finding mold because they didn't do any inspections?? If you do a pre dry wall inspection and a final inspection, shouldn't that help by detecting mold or not getting mold in the first place?
C+ village builders is the luxury product of lennar. You’ll get more things included but the material is probably very similar to lennar since it’s the same company.
She rated Perry Homes as an "A" level builder at 6:51 in her video. I agree. I had a high dollar custom home from an unknown builder that ended up going bankrupt. The home was gorgeous, but very poor quality and had many problems with electrical, plumbing, structural, etc....but all of the finishes were very trendy and beautiful. It just didn't last. ASAP, we sold that home and built a Perry Home almost 20 years ago. They allowed us to make changes and we have been extremely happy. The plan lives well and has great space in bedrooms and closets. Their plans 20 years ago were pretty vanilla, but extremely well built with a good use of space. We used design selections (and made changes after closing) to make the home more the level of finish of our previous custom home, but with the peace of mind that the home had been well built. We have not had one problem in 20 years and people who visit our home still marvel at the quality of construction. We have updated through the years and made design and decorator changes, but the bones of good construction live on. Viva Perry! In seeing the current offerings of Perry, it looks like they are now offering plans and designs that are more cutting edge...but with the still high level of construction quality.

Question? Is there a difference in builder from C and D list that build more higher end homes. Are those still in the same rankings?

Sometimes the flashing is done right before stucco, etc. don't really have a chance to inspect everything

I don't just avoid those D-tier builders, I avoid any community that *has* those builders.
