The Israeli government moved the military to the West Bank so they would not be able to respond in a timely manner, giving Hamas the time to do what they did. Had the Israeli military been where it normally was, the attack by Hamas would have been stopped, and Hamas would have been slaughtered. But that wouldn't have given Netanyahu the excuse to start this "war", so they allowed Hamas to kill Israelis. The Israeli government is complicit in what happened on October 7th.

The State of Palestine has been recognized by at least 138 of the 193 UN member states to date. Most Western countries, including the USA, do not recognize the State of Palestine just because the State of Israel does not recognize the State of Palestine🤷♂
For comparison:
The Republic of Kosovo declared its independence from the Republic of Serbia in 2008 and is now recognized by at least 104 of the 193 UN member states. Most Western countries, including the USA, recognize the Republic of Kosovo although the Republic of Serbia does not recognize the Republic of Kosovo🤔
Ironically:
The Republic of Serbia (legal successor to Yugoslavia, which existed until 2003) has recognized the State of Palestine since 1988 and the State of Israel since 1992.
