No they were significantly underpowered when Orochimaru brought them back. The caster of Edo Tensei controls how much power the reanimations gain. You are not wrong the Third Hokage was like 70/80+ and still went toe to toe in a 1v3, but if the first and second had been reanimated with their full power, it wouldn't have been a contest, the Third would've been dead in minutes, probably seconds.
