      In this case, it is implied that you can exceed the speed in a sober state, even without the influence of alcohol.
      Driving while under the influence of alcohol affects perception, vision, concentration, reaction time and causes drowsiness.
      Alcohol blunts alertness and reduces motor co-ordination. People who drive after using alcohol can't react as quickly when they need to. Their vision is affected, and may be blurred or doubled. Alcohol alters depth perception, making it hard to tell whether other vehicles, pedestrians or objects are close or far away.

      Blocking is used in the front, back, and/or sides of a piece of cargo to keep it from sliding. Blocking is shaped to fit snugly against cargo. It is secured to the cargo deck to prevent cargo movement.

      Whether or not you load and secure the cargo yourself, you are responsible for:
      Inspecting your cargo.
      Recognizing overloads and poorly balanced weight.
      Knowing your cargo is properly secured and does not obscure your view ahead or to the sides.
      Knowing your cargo does not restrict your access to emergency equipment.
