Walikum Salam. I am from Arab. I will tell you. if you want use لا. for some thing you don’t want it at all ... but لم like some things you don’t finish it I will give you example for لم ( did you finish your work you can answer لم Not yet ). example for لا ( did you want drink The wine ? you can answer لا
When we have fatha tanwin, the tanwin is omitted in pause.
