So if I touch a cold dead body or a najis person with a dry hand, I don't have to do anything?

Salam aleykom dear brother, when you touch the skin of a death person with your own skin.
You have to perform the ghusl al mayyat. This is hadaf. Spiritual najissah.
When you touch a najis person for example a non believer then it becomes khabbas, so you have to wash it and you become clean again. This deed does not need the intention.
